When the jaxws-war test ran, the third test will fail, caused by NPE. The NPE
is caused by
HandlerChainsDocument.Factory.parse(this.handlerChainsXML).getHandlerChains();
It is possible that this.handlerChainsXML is null, which is the case for the
jaxws-war test as we didn't specifiy any ServiceRefHandlerChainsType for
client. The patch will simply return null as there is no need to call
HandlerChainsDocument.Factory.parse when this.handlerChainsXML is null.
With this patch (and latest change Jarek checked in), all 3 tests of jaxws-war
run fine.
