Have you checked the specs on the disconnected deployment manager?
IIRC by spec it can't deploy, distribute, undeploy, redeploy..... or
do anything except give you access to the DConfigBeans.
In particular the offline deployer should not be trying to use a
disconnected deployment manager. Is it currently?
