Donald Woods commented on GERONIMO-3335:
----------------------------------------
Changing it to the following fixed the exception, but no plugins can be
installed since there is no geronimo-plugins.xml -
<attribute name="userRepositories">file://~/.m2/repository</attribute>
Also, what does this feature really buy us? Why not just deploy the
<filename>.car that was built and placed in the repo instead?
> Make it easier for a local maven repo to be a plugin repo

> We should default the local maven repo as a plugin repo, and add some file
> resolution logic for local plugin repos.
> Also a local repo that can be scanned should not need a geronimo-plugins.xml
> file in it.... we can look for all the plugins ourselves.
