Resolution: Fixed
Fixed in rev 616532 by making the read-only attribute on the
LocalAttributeManager work for the PersistentConfigurationList interface too,
and setting read-only in the app client attribute manager. I tested that the
app client doesn't modify config.xml by hand, but am not sure quite how to
write an automated test for it.... maybe looking up server info and locating
config.xml and grepping???
I also checked this didn't break the tck app client tests.
