Yeah, not sure what events are exactly sent, but looking at the figure 4.26
(section 4.3.2 of the osgi r4 core spec), it seems like a bundle that is
resolved will go back to the install stated after an update or a refresh, then
back to the resolved state. If this is true, then the code should handle it
correctly.
I guess this would need to be property checked though.
