Resolution: Fixed
It turns out that leaving the un-substituted feature.xml files where they are
relative to the plugins causes Eclipse to actually try to parse them, which
results in an XML exception since
${org.apache.geronimo.installable.runtime.jetty/tomcat.feature_version} is
not a valid xml value for the version. As a result, the configuration file
cannot be saved when invoking another instance of Eclipse via the Run/Debug
dialog.
