Ok, I was able to get this *mostly* compatible with the Sun implementation.
There's still some interesting behavior with that version where the header can
be seen with the original "Message-Id" case. I decided that with a setHeader()
operation to just use the case that the caller is setting rather than keep the
original set by the message ordering.
