1. Put PLUGIN_RELEASE-NOTES-2.1.x.txt on eclipse udate site, and include it in
deployable and updatesite .zip files.
2. Insure that plugin and feature packaging .xml files refer to this file, so
the eclipse update manager and about eclipse and show the information before
and after installing the features.
