[VOTE] Release Genesis 1.3.1

This is a vote for Genesis 1.3.1, which is a minor maintenance update to the Genesis 1.3 level we have been using, to:

  - Remove a SNAPSHOT depend
  - Turn off timestamps on snapshot artifacts (as requested by infra)
  - Updated some maven plugin dependency versions

The rat-maven-plugin has been used to check the source and passed.
