deploy new should not fail on "redeploy" if app is not deployed

I think "redeploy" in gshell should continue to complain if the app isn't
deployed but the console ought to do something like pop up a dialog saying
"aint there... did you want to deploy?". The current error message certainly
does not explain the situation adequately.
