Use CXF tooling (instead of Sun tooling) to generate WSDL and other artifacts
for JAX-WS services.
In order to achieve this, the first step will be to factor out the existing
wsgen functionality into a separate plugin. That way, the plugin could be
easily replaced with another plugin that provides the same functionality but
using CXF tools.
