AFAICT the only change needed for the JACC 1.1-MR5 spec in our spec jar is to
not double escape existing escaped colons in URL patterns in the web
permissions.
Since this is such a small change -- basically on the order of small bug fix to
existing behavior -- I don't plan to update the spec jar name to
geronimo-jacc_1.1-MR5_spec but leave it as geronimo-jacc_1.1_spec.
