Reflect Portoffset setting on a defined server configuration page after set

1.Edit config-substitutions.properties under server var/config/, change
portoffset to 1
2.Open eclipse, and defind a server based on this server directory, in port
configuration part, now you should manually edit RMI Port:8081 and HTTP Port
:1100 according to config-substitutions.properties, it can't automatically
reflect portoffset to both fields.
