I committed fixes to trunk (revision 735186) that make Axis2-based services
recognize the OASIS catalogs. I also added basic tests to exercise the OASIS
catalog support (revision 735188).
These changes should make the reported problem go away but I still need to
investigate/work on the OASIS catalog support for service references.
