I believe this is a bug in Jetty. The Jetty ContextHandler first invokes the 
ServletRequestListeners and then registers  ServletRequestAttributeListeners. 
If ServletRequestAttributeListeners were registered before 
ServletRequestListeners then your test should work. But this is just from 
looking at the code so I'm not 100% sure about that. Anyway, this probably will 
not get fixed in 2.1.4.
