Right now NamespaceDrivenBuilderCollection requires you to specify a QName for
the substitution group to which it applies. This is unnecessary. Each
NamespaceDrivenBuilder can specify the substitution group itself. This would
let us have only one collection rather than one for security buidlers and one
for service builders.
