In the current app client portlet, when it detects that if the type of the
configuration is CAR, then it thought that it is a client application, so do
not list any action (such as start/restart). The clause is correct if the
module is of client side, for server side, it seems that we still allow to
start/stop/restart it. So I add an extra clause to check it.
