2.2 jiras triage

I've started going through the jiras assigned to 2.2 and dealing with  
them as I think appropriate.  Mostly this involves setting fixVersion  
to "wish list" for stuff no one is working on now and doesn't seem  
show-stopping to me.

Please take a look yourself and also check the mail from these changes  
to see if you disagree or have additional comments or want to provide  
a patch.
