I wasn't really planning jaspic support for tomcat for 2.2 but thinking about
trying to fix the gap in http method coverage that became apparent working on
GERONIMO-4645 and looking at the gaps in jacc suppot in tomcat led me to
reimplement tomcat security.
The reimplementation seems to work for regular and ejb ws security but I
haven't actually tested any jaspic support yet.
