There are no declaration in st.schema for these two name space:
http://openejb.apache.org/xml/ns/openejb-jar-2.2
http://openejb.apache.org/xml/ns/pkgen-2.1
But I found these namespaces are invoked in v21.jaxbModel.
So need to confirm which namespace is used currently
