Status of monitoring servers will remain the same as previous when recreated

There exist some problems with monitoring portlet.
Steps:
1. Create one monitoring artifact via EJB(or JMX), the default status should be
"stopped"
2. Click "Enable Query", then its status will turn to "running"
3. Delete the artifact and recreate one, you will find status of the new
created one is "running" instead of "stopped"
Besides, if you delete the previous one with status "stopped", status of the
new created one will also be "stopped".
