I guess it takes a long time for the released artifact to get synched
to maven central repo. It's there now:
http://repo2.maven.org/maven2/org/apache/geronimo/ext/tomcat/jasper/6.0.20.0/jasper-6.0.20.0.jar
It often seems to me that I can see stuff on the maven central repo
before the automated build machine can.
In general. after a vote is over the staging repo will no longer be
available since the contents will be either promoted or dropped.
