ConfigurationUtil.getEditableConfigurationManager no longer needed?

The Tomcat unit tests are making use of 
ConfigurationUtil.getEditableConfigurationManager, which has been 
commented out.  Is that method no longer applicable, or does it still 
require some work?  Is getConfigurationManager() an workable replacement?
