Resolution: Won't Fix
Since latest eclipse has adopted a new update manager, this problem doesn't
exist.Meanwhile, we have decalre we didn't support GEP update from GEP 2.1.x.
So close this JIRA.
We can create another JIRA for the GEP updating problem if need.
