Added some NFRs including:
1, G11N
2, synchronize quick lanuch item and the tree item.
3, style tuning.
4, refresh index page to stay at the current portlet page.(will improve the
history when we update dojo to 1.4 so that I can use dojo.hash lib to
reimplement this function).
5, other trival bugs fix.
