The startup.properties file used to launch karaf is very vulnerable to bundle
version changes because not all of the version numbers are picked up from the
poms. This is one place where use of version numbers as a pom property should
be used so that the changes can be picked up automatically. This is done for
some bundles, but not consistently across the set specified in
startup.properties.
