If you look in the PDF version of the spec, that possibility is not permitted
by a compliant implementation. Sort of difficult to implement when there is
separation of API and implementation like we have. I think it is probably ok
for the spec code to return null if nothing is resolvable. Another possibility
would be to throw an unchecked exception.
