I think this is a lot harder than it looks. We need some way to keep track of
the bundle we deployed so that it can be restarted if the cache is cleared.
IIUC this is not what osgi:install does. Also I think our deployer system
should accept bundles and just start them (persistently). This will be much
easier after ivan's work to line up configuration and bundle lifecyles is
committed.
