Port offset does not affect ssh port

Changing the port offset in var/config/config-substitutions.properties does not
change the port of the sshd service.
To fix it we might have to delay the start of the sshd service until Geronimo
kernel start (right now it is started before the kernel starts - in
etc/startup.properties).
