It might be nice to provide a simple tool for creating OBR repository file from
a set of bundle files. The files could be laid out in maven or non-maven
format.
We already have the functionality in Geronimo to generate OBR repository file
so really this should be just a matter of exposing this code as a standalone
tool or maybe even a shell command.
