Our stax api 1.2 bundle includes and exports javax.xml.namespace at version
1.0. However java 5 and java 6 include this same package, same javadoc, and
its exported from pax-exam and karaf at no version. This causes problems
running our bundles in pax-exam and karaf. I think we should remove this
versioning to allow wider use of our bundles.
