I am blocked for the NPE in some TCK cases, and think that it should be an
issue in TCK cases. I changed a little for axiom-all, now, it will always add
an empty header for the SOAP message. And this is not the fix, and need to
remove when we release axiom-all bundle in the future. Open a JIRA to track
this, in case I forgot this :-)
