Improve module state synchronization between the server & GEP. This builds on
top of GERONIMODEVTOOLS-730. Things to improve:
1) Synchronization of module state for OSGi bundles (related to
GERONIMODEVTOOLS-708).
2) More efficient way of getting the module state for regular Java EE modules
(right now GEP retrieves all modules states just to tell a state of a single
module).
