currently we have 2 versions of commons-jexl in our server repo:
org/apache/servicemix/bundles/org.apache.servicemix.bundles.commons-jexl/1.1_3/org.apache.servicemix.bundles.commons-jexl-1.1_3.jar
org/apache/commons/commons-jexl/2.0/commons-jexl-2.0.jar
The org.apache.servicemix.bundles.commons-jexl-1.1_3.jar is used by
geronimo-system to evaluate the config substitutions.
