Hi Ivan,
The initial idea of separate the page name and the category is for making the
user based navigation configuration be straightforward. That is to say only
page name instead of the full name with category is needed in user-page.xml.
And if we need to support user based navigation customization, it does require
configuration in user-page.xml to make the installed plugin be accessible to a
particular user.
