javax.xml.transform (?) seems to need access to either stax or jaxb and we have
no good way to deploy xalan as a bundle, so it looks like we need to use the
endorsed directory for these spec jars. Guillaume has started working on a
karaf-activator concept that I think is supposed to provide a way for karaf
startup to call an activator in these jars so they can be hooked up to
something like our osgi registry and find the bundle based implementation.
