I understand that your current solution works but I don't think that's the
right solution. That's because that forces the user name to edit two separate
files in order to adjust the host or port information
(config-substitution.properties and system.properties). And besides the title
of this bug implies that you want the port and host information to be
controlled via config-substitutions.properties file which the current solution
does not do.
I think we can set this property in OBRConfigAdapter.createNameService() but we
will need to modify the function to pass in additional port and maybe host
information.
