Of course, one can't expect individual contact but only a public announcement. It seems like it was a misunderstanding.

I'll be following the proposal I made, and would be glad to hear suggestions in which parts it might be problematic.

I am very sorry that you've missed the train for this years GSoC but I'm
sure you can appreciate that individually contacting each student to remind
them to submit proposals does not scale particularly well... especially
over the weekend.
