Summary: Send only new counters after each superstep

In order to aggregate the job-related metrics, all counters were being sent
from the worker to the master after each superstep. Also, these aggregated
counters were sent from the master to the client. For superstep n, the master
was sending all counters for supersteps 0-n to the client.
This is not required as we should not be sending the duplicate counters.
