### Description
- The default memory manager in ORC writer didn't show enough logging in
terms of the estimates it made and the pool allocation status. The added
extension for that is to provide those information through logging so that we
could have better idea on the allocation scale, the total pool size, etc.
- Also adds a log line in the partition writer to show how much partitions
were being used in concurrent.
