Reduce number of commits by not flushing when change_property operation
comes in.
e.g. `add_file, add_file, change_property, add_file` will flush 0 times
instead of 2

- [x] My PR adds the following unit tests __OR__ does not need testing for
this extremely good reason:
Tested in e2e pipeline
