Summary: Refactor kafka ingestion health check to have health
checking logic in separate class

To reduce the clutter in the kafka ingestion health check, the plan is to move
the health metric monitoring to a separate class. The health check will only be
responsible for calling the update and methods for if the ingestion is healthy.
The health check will function more as a controller for the and the health
monitor will act as a model
