Review Comment:
we should all find consensus, but for my $0.02 on documenting temporal
workflows and activities, I prefer javadoc only on the interface, not the impl.
saying `/** implements the XYZ interface */` basically repeats what is already
captured in the class declaration's source code.
overall, high-level logic of the activity, however, would belong in the
`CommitActivity` javadoc
