the `AutomaticTroubleshooter`'s existing integration with gobblin-on-temporal
is for "Work Processing", within `ProcessWorkUnitImpl` and for "Work
Discovery", within `GenerateWorkUnitsImpl`. any issues arising with "Commit"
fall outside of that, and go unseen. to include those, integrate the
AutomaticTroubleshooter with `CommitActivityImpl`
