GaaS should be automatically checking the flowgraph for updates every minute
based on the file length, name, and modified timestamp. However, due to the way
the datapack files are created, even though there is an update to an existing
template it does not update the modified timestamp. We want to come up with a
new way to detect diffs in the flowgraph to update GaaS correctly without
needing to restart the service to pick up configs that do not modify file
lengths.
