   how are we using metricUnit? `1` is string here.. the metric is incremented 
directly on emission 
`emitOTelMetrics.emitLongCounterMetric(GobblinOpenTelemetryMetrics.GOBBLIN_JOB_STATE,
 1L, attributes, finalProps);`
