At older versions of Sonar, there used be an analysis for documentation 
percentage. We could use it but I didn't see it at here: 
https://analysis.apache.org/dashboard/index/76356 So, we can check whether 
Javadocs exist for major classes and methods and also we can add 
package-info.java for packages
