JIRA permissions schemes at the ASF continue to confound me. They're
pretty much controlled by INFRA, AFAIK, and due to a recent raise in
spam, they're also pretty locked down. (we might be past that now?)
Maybe Sean/Taylor know better what's actually available -- I've just
always added people as necessary.
Anyways, the way to work around it short-term is to go to the Roles[1]
page, and then add the username to the "Contributors" list. Then, make
sure you reload the JIRA issue, and you should be able to assign it to
that user (and they can also self-assign/transition-state in the
future). I've gone ahead and done this for GOSSIP-4.
