limited documentation on the website itself and to compensate uses confluence 
heavily.
uses CMS (probably created before the discontinued usage of CMS).
use twiki (.twiki files)

falcon also uses Confluence.
doesn't use CMS.
use markup (actually markdown, .md files)

use confluence or not ?
confluence, is more open, so all registered apache users can add/edit(if, open).
website, is more controlled through the patches and publishing, like the source 
code.
