There is no technology recommendations/limitations when creating project
website.
No CMS:

uses CMS (probably created before the discontinued usage of CMS).
use markup (actually markdown, .md files)

confluence, is more open, so all registered apache users can add/edit(if, open).
website, is more controlled through the patches and publishing, like the source
code.
i recommend we stick to website and do not create confluence at all, so there
would only one source for all documentation about 'gossip'.
